“ON-LINE PROCESSING IS THE KEY TO BETTER SERVICES”
Visakhapatnam,November 1: The Municipal Commissioner,
Greater Visakhapatnam Municipal Corporation Mr.Satyanarayana, IAS while
addressing employees of DCI in connection with valedictory function of
Vigilance Awareness Week-2013 has called for introduction of more number of
on-line public services to the citizens.
This, he said, would eliminate unnecessary human interface in many
transactions like issue of various certificates and clearances and save
citizens from inconveniences. He felt that the concept of ‘Single Window
Scheme’ already introduced can be widened further for the benefit of
industrialists and businessmen. Systems
and mechanisms have to be evolved for minimizing discretion to public servants
in routine matters and provide for level playing field for all. The quality of public service can be further
improved by simplification of processes and insistence on proper discharge of
assigned duties by various functionaries.
He expressed the view that with transparency in matters like recruitment
and procurement will solve half the problems associated with allegations of
corruption, partiality and legitimacy.
The Commissioner said that ethical education has to be imparted to all
students in class rooms so that a better society can be built in future.
The CMD, DCI
Capt. D.K. Mohanty, in his address, underlined the need for strengthening good
governance practices which, in-turn, enhance the national image and
character. Every public servant need to
practice frugal living and educate his family members on the need for simplicity
and uprightness in one’s conduct. Given
the resource crunch in public sector undertakings, he laid emphasis on
innovation and ‘doing more with less’.

Vasudeva Rao, CVO, DCI while welcoming the gathering referred to the ‘broken
window syndrome’ which highlights the potential damage that would be caused if
systemic failures remain unattended and immediate remedial measures are not
taken. He said all authority, in
ultimate analysis, is moral and as such value-driven management practices
should characterize the functioning of public sector undertakings. Top level functionaries and general managers
need to create an internal ambience conducive to commitment to excellence at
all levels. On the analogy of management
decision making tree, there is need for public servants to follow ethical
decision making tree in discharge of their duties to the public.
The chief
guest has released special edition of vigilance bulletin “ALERT” on the
occasion.
Prizes were
distributed by the chief guest to the employees who won prizes in competitions
held in connection with the Vigilance Awareness Week.Dr.P.K. Sethi, HOD (FS)
introduced the Chief Guest to the gathering.Mr.N.P. Panigrahy, AM (HR) proposed
the vote of thanks.
